Recently, the Guangzhou Municipal Development and Reform Commission published energy‑saving review opinions for three computing‑power infrastructure projects. The energy‑saving reports for the Inference Computing Center Project of Turing Xinzhiyun Technology (Guangzhou), the Guangzhou Intelligent Computing Industry Empowerment Center Project of Hengsuan Technology, and the Kelixineng High‑efficiency Low‑carbon Intelligent Computing Center Project have been approved in principle. All three projects are located in Huangpu District with a combined total investment of RMB 1.41 billion. Scheduled to be commissioned in phases in 2027, the projects will improve local intelligent computing supply and support the green‑low‑carbon development of regional digital economy.

Located at Room 101, Building 1, No. 68 Fenghuang Sanheng Road, Huangpu District, Guangzhou, the project has a total investment of RMB 950 million and is expected to be put into operation in February 2027. It will be built within a leased plant covering 5,272 m². The deployment includes 122 units of 30 kW air‑cooled cabinets, 72 units of 15 kW air‑cooled cabinets, 12 units of 5 kW air‑cooled cabinets and 60 units of 40 kW liquid‑cooled cabinets, with an overall IT power of 7,200 kW, equivalent to 2,880 standard racks. The projected computing power will reach approximately 4,000 PFLOPS.
In terms of energy consumption and carbon emission indicators, the project’s annual comprehensive energy consumption shall not exceed 9,378.81 tons of standard coal. Annual power consumption shall not exceed 76.2933 GWh and annual diesel consumption shall not exceed 1.62 tons. The Power Usage Effectiveness (PUE) of the data center is set at 1.20. Annual total CO₂ emissions shall not exceed 33,719.14 tons, and the carbon emission intensity per unit of industrial added value stands at 2.053 tons CO₂ per RMB 10,000.
The project adopts cold‑plate liquid‑cooling technology with an air‑liquid ratio of approximately 2:8. It maintains compatibility with air‑cooled equipment and manages energy consumption by improving heat dissipation efficiency via liquid‑cooling solutions.
Situated at No. 68 Kaitai Avenue, Science City, Luogang Sub‑district, Huangpu District, Guangzhou, the project totals RMB 200 million in investment and is scheduled for commissioning in December 2027. A six‑storey intelligent computing center building will be newly constructed, supported by cooling machine rooms, power‑transformation and distribution rooms, control centers, diesel generator platforms and other auxiliary facilities, with a total construction area of 15,000 m². It will deploy 384 units of 7 kW air‑cooled cabinets and 240 units of 20 kW liquid‑cooled cabinets, equivalent to about 2,995.2 standard racks, delivering a total computing power of approximately 4.4 EFLOPS@FP16.
The annual comprehensive energy consumption (equivalent value) shall not exceed 7,909.71 tons of standard coal. Annual power consumption shall not exceed 64.2053 GWh and annual diesel consumption shall not exceed 12.96 tons, with a PUE of 1.20. Annual total CO₂ emissions shall not exceed 28,413.31 tons, and carbon emission intensity per unit of industrial added value is 0.971 tons CO₂ per RMB 10,000.
Air‑cooling and liquid‑cooling systems will operate independently and in coordination. Leveraging the technical advantages of liquid‑cooling heat dissipation, the project replaces traditional large‑volume room‑level air supply with targeted low‑air‑volume air supply, optimizes air‑flow organization and improves cooling efficiency.
The project occupies Floors 1‑3 of Self‑compiled Building 2, No. 27 Bohua 3rd Road, Sino‑Singapore Knowledge City, Huangpu District, with a total investment of RMB 260 million and expected commissioning in December 2027. Built on Floors 1‑3 of Park Building 2, the intelligent computing center covers cabinet deployment, electromechanical, HVAC, fire protection, intelligent systems and other supporting works. It will deploy 9 units of 10 kW air‑cooled cabinets, 36 units of 15 kW liquid‑cooled cabinets, 47 units of 22 kW liquid‑cooled cabinets and 108 units of 54 kW liquid‑cooled cabinets, equivalent to 2,998 standard cabinets, delivering 3,000 PFLOP (FP16) intelligent computing capacity.
Annual comprehensive energy consumption (equivalent value) shall not exceed 8,729.01 tons of standard coal. Annual power consumption shall not exceed 70.6988 GWh and annual diesel consumption shall not exceed 27.54 tons, with a PUE of 1.196. Annual total CO₂ emissions shall not exceed 31,327.06 tons. Its Carbon Usage Efficiency (CUE) is 0.53 kg CO₂/kWh, and carbon emission intensity per unit of added value reaches 3.55 tons CO₂ per RMB 10,000.
The cooling system adopts hybrid air‑liquid cooling architecture. Coolant Distribution Units (CDU), cooling towers and row‑level water‑cooled precision air‑conditioners are configured for full‑phase scale. Cooling pipelines, sensor acquisition and BMS‑DCIM platforms will be constructed simultaneously. AI algorithms will be applied for overall optimization of auxiliary cooling systems.
All three projects commit to realizing 100 % green‑power consumption by purchasing green‑power certificates. Implementation shall comply with newly‑issued national and provincial policies on green power and green certificates as applicable.
Note: Energy‑saving review serves as a pre‑requisite for fixed‑asset investment project construction. The projects shall complete other formalities in accordance with regulations before construction commences.
