On June 16, 2026, Hong Kong Science and Technology Parks Corporation and SenseTime, a leading domestic AI technology enterprise, formally signed a Memorandum of Understanding for Strategic Cooperation to launch an in-depth strategic partnership. The two parties will center on three core priorities: the development of AI computing infrastructure, the joint construction of an AI industrial ecosystem, and cross-border AI innovation and technology collaboration. They will build a domestically-originated computing base rooted in Hong Kong to address the region’s gaps in independent and controllable computing capacity, facilitating large-scale, internationalized, and localized high-quality growth of the artificial intelligence industry across the Guangdong-Hong Kong-Macao Greater Bay Area (GBA).With years of expertise in domestic computing R&D, iterative upgrades of general large models, and the construction and operation of large-scale intelligent computing centers, SenseTime delivers full-spectrum capabilities spanning computing cluster planning and deployment, operation and maintenance governance, and real-world industry implementation. It will serve as the core partner responsible for the construction and operation of this domestic intelligent computing project in Hong Kong.

This public-private collaboration aligns with China’s top-level plans for the digital economy and artificial intelligence outlined in the 15th Five-Year Plan, as well as the Hong Kong Special Administrative Region Government’s 'AI for All' development strategy. It will support the popularization of AI technologies in Hong Kong and foster a local innovation-driven real tech economy. Tailored to regional computing demand and construction timelines, the project will adopt a phased construction and batch commissioning model with clear, manageable development milestones. Phase I computing infrastructure is scheduled for completion and trial operation within 2026 to gradually roll out the first batch of domestic computing capacity. Under the long-term roadmap, full completion and commissioning are targeted for 2030, delivering a specialized large-scale intelligent computing center with a total computing power of 40,000 PetaFLOPS (PF).Upon completion, the facility will strengthen Hong Kong’s layout of domestically-originated computing hubs, optimize the local supply of high-end AI computing resources, lower regional reliance on external computing capacity, and secure regional computing usage safety. Complementing Hong Kong’s existing overseas-based computing data centers, the newly built intelligent computing center will deploy diversified clusters of domestically manufactured AI GPUs. All core chips, scheduling systems and operation & maintenance software within the facility will undergo localized adaptation to comply with local data governance standards, mitigating risks associated with cross-border data transfers. The center will support a full spectrum of use cases including deep training of trillion-parameter large models, real-time intelligent inference for commercial operations, large-scale AI deployment for government and enterprise clients, and coordinated cross-border computing scheduling.Moving forward, it will provide stable, compliant, independently controllable and traceable integrated computing services — including computing leasing, customized computing resources and model adaptation — to local Hong Kong and Macao tech startups, licensed financial institutions, government departments, and cross-border technology firms. These services will cut costs for Hong Kong and Macao innovation enterprises undertaking AI research, model iteration and commercial rollout, filling the gap in Hong Kong’s supply of domestically-originated computing power.

Leveraging synergies between computing hardware, self-developed general large models and vertical industry applications, the project will form a complete industrial chain covering computing supply, algorithm optimization and real-world implementation. Once operational, the center will accelerate intelligent transformation across six key sectors in Hong Kong: finance, education, healthcare, urban governance, corporate office operations, and cultural and creative content. For the financial sector: Build AI frameworks for intelligent risk control, quantitative analysis and smart customer service; For education: Develop digital teaching platforms featuring smart classrooms and student performance analytics; For healthcare: Deploy intelligent systems for medical image screening, chronic disease management and remote auxiliary diagnosis; For urban development: Upgrade systems for traffic dispatch, campus security and public convenience services。

Additionally, empower corporate digital office workflows and AIGC content creation. It will develop localized AI use cases tailored to Hong Kong’s regulatory frameworks, business environment and public needs, steadily driving digital and intelligent upgrading across all local industries.Against the backdrop of integrated development within the Greater Bay Area, Hong Kong holds unique locational strengths including compliant cross-border data flows, international trade connectivity, and concentrated global innovation resources. The launch of this 40,000 PF domestically built intelligent computing center will create linkages with upstream and downstream mainland industrial chains covering domestic AI chips, computing hardware and algorithm R&D, while connecting to global innovation and market resources to serve three tiers of clients: local Hong Kong users, cross-border GBA clients, and international clients.Domestically, it will interconnect with computing nodes across the Greater Bay Area’s mainland cities to establish an interconnected regional computing network and integrate the GBA’s full spectrum of AI industrial resources. Internationally, drawing on Hong Kong’s geographic advantages, the project will advance compliant cross-border data circulation, cross-regional industrial collaboration and global AI innovation partnerships. It will further refine the Greater Bay Area’s industrial ecosystem for domestically-originated computing power, support compliant global expansion of China’s homegrown AI hardware and software, and open up new overseas growth avenues for China’s artificial intelligence industry.
